Installing drywall in Mallorca almost never requires a major works licence. Most interventions (false ceilings on F47 framing, partitions on CW48/CW70 with Placo BA13 / Knauf Diamant boards, wall linings, built-in wardrobes) are minor works handled with a responsible declaration (declaración responsable) or prior notice (comunicación previa), with a municipal fee of €50-150 and immediate effect.

A major works licence with a COAIB-stamped project is only required when the renovation affects load-bearing walls, the façade, the building volume or the property's use. This guide details the process by municipality (Palma, Calvià, Manacor, Inca, Alcúdia, Llucmajor) under the Balearic Planning Act (Ley 12/2017 de Urbanismo de les Illes Balears).

The Three Permit Levels Under the Balearic Ley 12/2017

The regional planning legislation (Ley 12/2017 de Urbanismo de les Illes Balears) and municipal by-laws distinguish three levels of authorisation.

1. No paperwork: pure maintenance

Maintenance work that does not alter the configuration of the property requires no notice to the council:

  • Repairing damaged drywall boards (patches, spot replacement).
  • Repainting existing drywall walls and ceilings.
  • Replacing a broken board with another of the same type.

2. Responsible declaration / Prior notice (minor works)

This is the standard route for drywall. It covers interventions that do not affect structure, façade or building volume:

  • Drywall false ceilings (Knauf, Placo, Lafarge).
  • Self-supporting dividing partitions with no structural impact.
  • Thermal or acoustic wall linings.
  • Built-in wardrobes, niches and drywall shelving.

The owner files a form at the town hall (in person or online) with a description of the work, the address and tax details. No technical project or professional-body stamp is required.

Indicative municipal fees for 2026 (check the current fee by-law at each town hall):

  • Palma: €80-150 (palmademallorca.es online portal, ORDIS processing).
  • Calvià: €60-120.
  • Marratxí: €50-100.
  • Manacor: €60-110.
  • Inca: €50-90.
  • Llucmajor: €55-100.
  • Alcúdia: €60-100.

Immediate effect: works can start from the moment of filing or the following day, without waiting for an express resolution.

3. Major works licence

Mandatory when the intervention affects structural elements, modifies the façade or alters the building volume. For drywall, a major licence is required when:

  • Load-bearing walls are demolished and replaced with beams or lintels (even if later closed with drywall).
  • The façade is modified (opening or closing window/door openings).
  • The property's use changes (commercial premises to dwelling, dwelling to ETV holiday rental).
  • The built area is extended.

A major licence requires a technical project drafted by an architect or technical architect and stamped by the Balearic architects' association (COAIB) or the Col·legi d'Aparelladors. Processing time: 1-3 months.

Important: drywall itself never requires a major licence. What triggers it is the associated structural intervention. The drywall partitions that replace demolished ones remain minor works within the major project.


Specific Cases: Which Permit Do I Need?

Fitting a drywall false ceiling

Prior notice / responsible declaration. It affects neither structure nor volume. We recommend filing it even if the municipality considers it optional, so you hold documentation for a future sale or rental.

Reconfiguring a flat with drywall partitions

Minor-works responsible declaration if no load-bearing walls are touched. If a load-bearing wall is demolished and replaced with a lintel or beam, a major works licence with a COAIB-stamped project applies.

Rule of thumb to spot load-bearing walls: perimeter walls (façade and party walls) and central walls running across the flat in the same direction as the floor-slab beams. If in doubt, consult a technical architect (€150-300) before demolishing.

Installing a thermal or acoustic wall lining

Minor-works prior notice. A lining (mineral wool + double Knauf/Placo board) over an existing wall does not affect structure.

Creating a new bathroom with drywall partitions

Minor-works prior notice + plumbing requirements. The plumbing installation must be carried out by an authorised installer. Some municipalities require a basic sketch.

Drywall renovations in listed buildings (BIC, historic quarters)

Prior notice. If the property is a listed heritage asset (Bien de Interés Cultural, BIC) or catalogued in the local development plan (Palma's Casc Antic, the walled old town of Alcúdia, the old quarters of Pollença and Sóller), interior work may require a prior report from the Heritage Commission of the Consell de Mallorca.

Palma's Casc Antic: buildings catalogued within the development plan's protection area are processed through the Heritage section of Palma Town Hall (Cort) in addition to the ORDIS registry. Replacing interior partitions and fitting drywall false ceilings in BA13 on F47/CW48 are minor works; anything affecting a timber-joist floor slab, a historic staircase or a lightwell becomes major works with a COAIB-stamped project.

Agrotourism properties in Pollença, Sóller and Manacor: many sit on catalogued rural land or in pre-1940 buildings. Interior divisions with Placo BA13 + CW48 + Isover Arena partitions do not affect the use classification, but the change of use to agrotourism does require a technical project and authorisation from the Consell.


Fines for Works Without a Permit (Balearic Ley 12/2017)

  • Minor works without prior notice: €600-6,000.
  • Major works without licence: €6,000-60,000.
  • Immediate stoppage until the situation is regularised.
  • Demolition order in serious cases or on protected land.
  • Blocked sales: the bank or buyer can demand documentation of past renovations.

How to File the Prior Notice, Step by Step

  1. Download the minor-works responsible declaration / prior notice form from the council's online portal.
  2. Fill in the owner's details, the property address, a description ("installation of a drywall false ceiling and interior dividing partitions in a dwelling"), the estimated budget and the execution timescale.
  3. Pay the municipal fee and attach the receipt.
  4. File the form at the town hall's general registry or online with a digital certificate or Cl@ve (Spain's digital ID system).
  5. Keep the filing receipt: it is your authorisation to start the works.

In Palma the process runs through palmademallorca.es (ORDIS). In Calvià, Manacor, Inca, Alcúdia and Llucmajor, through each council's own online portal.


Practical Recommendations

  • Always file the prior notice, even for small jobs. Cost €50-150, immediate effect, protection against inspections and future sales.
  • Consult a technical architect before demolishing any wall (€150-300).
  • Keep the paperwork: form, fee receipt, before/after photos, invoice and certificates.
  • Registered installers: demand an itemised invoice and public liability insurance.
