Raising a flat in Palma from CEE E/F to CEE C costs €3,500-5,500 with a Placo Therm lining (Isover Arena 40-60 mm) on façades and a Knauf false ceiling with Rockwool Alpharock 80 mm. Sale value rises 8-15% and the income-tax deduction for CEE improvement over 30% is 40% (up to €7,500 annual base).
The energy efficiency certificate (CEE) is not just paperwork: it affects sale price, letting, mandatory ETV compliance and access to PIREP (80%) and PREE 5000 grants. This guide explains HULC/CE3X calculation, interventions ranked by impact/cost and real cases in Santa Catalina.
What is the Energy Efficiency Certificate
The CEE has been mandatory since 2013 (RD 235/2013, now RD 390/2021) for sale, letting and ETV (vacation rentals). It is issued by a qualified technician (architect, technical architect or engineer) using HULC (Unified LIDER-CALENER Tool) or CE3X.
The rating runs from A (highest) to G (lowest), based on two indicators:
- CO2 emissions (kg CO2/m²·year).
- Non-renewable primary energy consumption (kWh/m²·year).
Mallorca is in climate zone B3 (CTE-HE): mild winter, warm summer.
CEE scale zone B3 (CO2 emissions kg/m²·year, dwellings)
| Letter | Emissions |
|---|---|
| A | <6.5 |
| B | 6.5-10.5 |
| C | 10.5-17.0 |
| D | 17.0-27.5 |
| E | 27.5-43.0 |
| F | 43.0-62.5 |
| G | >62.5 |
Why it matters
- Sale/letting: Idealista and Fotocasa display CEE prominently. G vs C price gap: 8-15%.
- ETV in Mallorca: mandatory CEE disclosure to Consell de Mallorca. ETV with CEE F/G receive lower scoring.
- Grants: PIREP (80% grant), PREE 5000, 40% income-tax deduction all require pre- and post-works CEE with improvement over 30%.
- Bills: a CEE C consumes 40-60% less than a CEE F.
Palma housing stock
Over 70% of Palma flats have CEE E, F or G (IBAVI data 2024). Concentration in 1950-1980 buildings: Old Town, Santa Catalina, Eixample, Pere Garau, Son Gotleu, Camp Redó, Son Cladera.

How the Rating is Calculated
Official software
- HULC (Unified LIDER-CALENER Tool): full zone-by-zone calculation, used for new builds.
- CE3X: simplified method for existing buildings. The most widely used in certifying Palma flats.
Inputs: year of construction, envelope U-value, wall/roof composition, frames, glazing U, heating/AC/DHW system, orientation, zone B3, usable area.
Factors by weight in the rating (zone B3)
- Thermal envelope (façades + roof): 45-55% of the weight. A Placo Therm lining with Isover Arena 60-80 mm cuts U from 1.6 to 0.35 W/m²K.
- Frames and glazing: 15-25%. Aluminium without RPT U = 5.7 W/m²K → RPT + low-e 4+16+4 glass U = 1.4-1.8 W/m²K.
- AC/heating/DHW systems: 15-20%. Air-source heat pump (COP 3.5-4.5) vs electric radiators (COP 1).
- Roof on top floor: 20-30%. A Rockwool Alpharock 80 mm false ceiling cuts U from 2.2 to 0.33 W/m²K.
Conclusion: the Placo Therm lining with insulation is the intervention with the best cost-benefit ratio on the heaviest factor.

Market Value and CEE in Palma
Idealista Data 2024-2025 and official Consell de Mallorca records:
- Sale: CEE G vs CEE C/B gap = 8-15%. Palma average €3,500/m²: €22,000-42,000 on an 80 m² flat.
- Rental: CEE E-G vs B-C gap = 5-12%. Occupancy 30% faster with high CEE.
- ETV: Consell de Mallorca scores CEE A-D higher. Post-2027 restriction expected for ETV with CEE F/G.
EU EPBD IV Directive (Energy Efficiency of Buildings, approved 2024) will impose minimum CEE for letting in 2030-2033: F/G flats will drop out of the rental market.

Common Mistakes
Skipping the pre-works CEE
Without a pre-works CEE you cannot evidence the improvement: you lose the 40% income-tax deduction and the PIREP/PREE 5000 grants.
Insulating only one façade
HULC/CE3X calculates the whole envelope. Treating only SW and leaving NE untreated = 1-1.5 letter improvement vs 2-3 letters with full envelope.
Ignoring window thermal bridges
Jambs, lintels and sills without insulation returns lose 15-20% of the lining's effectiveness. Sprayed PUR 20 mm or 20 mm Isover strip solves the thermal bridge.
Thinking window replacement is enough
Windows improve 0.5-1 letter for €4,000-8,000. A Placo Therm lining improves 1-2 letters for €900-1,700. Priority with tight budget.
Not claiming the tax deduction
Keep itemised invoices (materials + labour), pre- and post-works CEE, and apply on Box 1655/1656/1657 of the tax return. Full guide at insulation grants in the Balearic Islands 2026.
