What is the Energy Efficiency Certificate
The CEE has been mandatory since 2013 (RD 235/2013, now RD 390/2021) for sale, letting and ETV (vacation rentals). It is issued by a qualified technician (architect, technical architect or engineer) using HULC (Unified LIDER-CALENER Tool) or CE3X.
The rating runs from A (highest) to G (lowest), based on two indicators:
- CO2 emissions (kg CO2/m²·year).
- Non-renewable primary energy consumption (kWh/m²·year).

Common Mistakes
Skipping the pre-works CEE
Without a pre-works CEE you cannot evidence the improvement: you lose the 40% income-tax deduction and the PIREP/PREE 5000 grants.
Insulating only one façade
HULC/CE3X calculates the whole envelope. Treating only SW and leaving NE untreated = 1-1.5 letter improvement vs 2-3 letters with full envelope.
Ignoring window thermal bridges
